Rainham, Medway is a town in Kent. It’s situated about 38 miles east of central London. The city has 13,986 residents and was designated as one of the country’s new towns in 1947.

The phrase “new towns” (also known as “overspill towns”) refers to any town created outside of an established city boundary due to overcrowding within the city. Cities are usually divided into administratively independent areas called wards or boroughs, each having its council and mayor. To relieve pressure on the crowded capital, London, development authorities embarked on a policy of building new towns beginning after World War II with the creation of Basildon in Essex.

The phrase has been used to describe any new development intended to provide homes in more recent years. As a result, Milton Keynes and Telford have been more strictly labeled “comprehensive redevelopment” areas.

The establishment of New Towns was a central feature of government policy for the regeneration of Great Britain after World War II (see also ‘Town and Country Planning Act’ 1947).

The New Towns Act 1946 designated “existing developed areas, which were unsuitable for industrial use, for residential development to relieve congestion of housing in the home counties.” Unlike existing cities outside London that were already suffering from overcrowding, these towns had no pre-war history of substantial urban development.

The New Towns movement began in 1946 when Maurice Fettyplace of the Ministry of Town and Country Planning issued a circular to local authorities suggesting new sites for housing. Later that year, the New Towns Act was made law and led to the establishment of Harlow in Essex and Crawley in West Sussex as the first New Towns. Many more New Towns were built throughout the 1950s and 1960s; some like Stevenage, Hemel Hempstead, and Basildon were for commercial and industrial development rather than building homes.

The most recent ‘new town’ to be created was Milton Keynes in England, using the boundaries of a ‘designated area’ as the basis for local government and planning control. The town is named after its planned location at the meeting point of four rivers in South East England, between Cambridge and Oxford.

Today Rainham kent embodies all that was great about those visionaries who saw past post-war gloom and laid the foundations for communities that one day would become Europe’s biggest motorsport center. For here in the green fields of Rainham kent, the race circuit known today as Brands Hatch was born.
